Gilbert specialists teach HOAs how to save water

In Arizona, plants need the most water in June. During the rest of summer, they need less water because of the monsoon, higher humidity and afternoon cloud cover. Not many homeowners associations have this information when it comes to setting their irrigation systems.

A flood of acclaim: The Ford Foundation selected Arizona's Groundwater Management Act of 1980 as one of the ten most innovative programs in state and local government.

"This ground-breaking Groundwater Management Act contained reforms to gradually eliminate the overuse of groundwater in the state's most heavily populated areas. It mandates water conservation, regulates who may withdraw groundwater, and how much. It limits new well drilling and requires that all new residential subdivisions prove access to water for 100 years."
      -- Kathleen Ferris is an attorney in private practice specializing in water matters. She served as director of the Arizona Groundwater Management Study Com mission and as director of the Arizona Department of Water Resources.
